Rationale

A majority of the Ugandan youth still live in the rural areas. Most of the immigration from the rural areas to urban center are comprised of youths.  The rural areas of Uganda are faced with many challenges ranging from poverty, poor education, poor health services, water, lack of information or ignorance and others hence extremely vulnerable to exploitation. The Rural Youths in these circumstances are in many instances find themselves less privileged, less skilled and when some venture out immigrating to the urban centers’ life skills may come in handy to mitigate life challenges in various environment. Rural areas are in dire need of special focus and attention at this era that are distinct ‘Rural Scouting Needs’. Tailoring Scouting to rural areas is a part of the Scouting heritage in accordance to Baden-Powell teachings "what suits one particular troop or one kind of boy, in one kind of place, will not suit another within a mile of it, much less those scattered over the world and existing under totally different conditions."
